This study examined the potential for water-busses and tourist trips on the River Liffey in Dublin City Centre. The study involved examining the tourism and commuter services on other city rivers in Europe, as well as extensive market research amongst Dublin residents and visitors. Potential operators for a water-bus service were also identified.

The study concluded with the preparation of an adaptable financial model.
