In 2002, the World Tourism Organization (UNWTO) commissioned Tourism Development International to prepare a Development Plan to identify the best tourism cities in China in time for the Olympic Games of 2008. The Development Plan incorporated an action plan for each city, prioritizing a range of actions to be put in place in time for the Olympic Games.
